Well, perhaps in some universe where "nuclear free" does not in fact mean "nuclear free".

Visits by nuclear-powered ships are explicitly prohibited by section 11 of the New Zealand Nuclear Free Zone, Disarmament, and Arms Control Act (1987) (look for it on legislation.govt.nz). Permitting one would require that that the law be amended or repealed.
