Anon, this piece is about after the invasion. There are a few references to the Saddam regime but that is hardly the point. These deaths are happening now, while the Coalition forces are in charge, and we hear very litle about them. Fisk is saying that there seems to be little or no will in official circles to stop the carnage. Saddams evil regime killed many in the ways you describe but should the high level of killing be still occurring?
