If the Board recommended that Brash stay (or rather, did not recommend that he go, and they would need a very good reason for that), then it would be unthinkable not to reappoint him.
Though I also find your subtext that it is acceptable to fire public servants (or even other public sector employees like the GOTRB) because they do not share the ideology of the government of the day to be quite alarming.
The link between Brash and the 90's is that he continues to adhere to Revolutionary neo-liberal views, and shows every sign of wanting to go back there. I don't think that's an experience New Zealanders are keen to repeat.
