The interim Iraqi government's blatant attempt to stack the deck so that the upcoming referendum to ratify the draft constitution couldn't fail has attracted strong international criticism. And it seems to have worked. Iraqi legislators have voted 119 to 28 to reverse the changes and restore the original situation of calculating all totals off the number of actual voters. I guess they figured out that the chief purpose of democracy is to convey legitimacy, and that it doesn't do that when it is so blatantly rigged...
