Yeah, it does look Daleky, doesn't it? But while there was a Red Dalek (in The Dalek master Plan), I'm fairly certain it wasn't gold-on-red.

Ah, well. A few years back, I was at a meeting where a (current) Minister got a pretty rough reception and tried to slip out a locked door. Instead of making a joke out of a trivial but embarrasing incident (as Bush did), she kicked it, called the moderator a fucking bastard in passing, then stomped out of the hall muttering obscenitites under her breath.
I won't name her because she did have the good grace to apologise to organisers the next morning, and I've had my share of public attacks of arseholism. :) And I couldn't deny I probably had more fun that night than anyone covering a diplomatic presser in Beijing.

Yes, it during some UN Security Council meeting. Of course - in a classic case of damned if you, damned if you don't - I guess if Bush has just got up and walked out during a delegate's speech we'd all be frothing about what a rude, ill-bred ugly American Bush is showing his naked contempt for the UN.

has now been established that
the Daleks are fundamentalists
who hate themselves at the
moment, so it's entirely possible
that the bad colour scheme isn't
accidental.
Perhaps the Daleks have seized
control of Bush's mind?? Given
its tiny size, that would be
comparatively easy. Hence, the
jerky appearance is his strings
being pulled.
