It's official: Nanaia Mahuta's Legal Services (Territorial Customary Rights) Amendment Bill is dead. A couple of weeks ago, it has disappeared from the order paper; now it is listed in the progress of legislation as having been discharged. Unlike a defeat, discharging a bill does not prevent a new bill addressing the same question from being reintroduced, so the Maori Party is perfectly free to put their own version on the ballot.
