My sources inform me that electronic submissions to select committees - currently being tested by Justice & Electoral and Commerce - will be rolled out to cover all committees after the election. So, instead of having to print and post your submission, having a say on legislation will simply be a matter of submitting an online form. That ought to lower the barrier to participation a bit.
This may also see more submissions put online, something which can only add to our democratic conversation.
