Climate change: the ETS is safe(r)

Winston Peters has said that NZ First will vote for the emisisons trading bill regardless of whether he is stood down from his Ministerial roles or not. That's a relief - but it still requires avoiding a dissolution and early election, and I'm not sure we can take that for granted yet.
