The obvious question

On NewstalkZB this morning, Prime Minister John Key said that he did not believe the new Wanganui gang-patch law would make a difference:

Mr Key this morning told NewstalkZB that he knew gangs would still be able to demonstrate gang affiliation. "I am not hopeful it's going to do amazing things but it is one step. It is, in a sense, a sign of immense frustration from the community, and a way of them fighting back.

"I don't think it's going to change an awful lot."

Which raises the obvious question: if he didn't think it would do anything, why vote for it?
