Well, I think the spin will be: We have already won the war, everything else is a bonus for the Iraqis.
That means, even though they aredoing a piss poor job of giving the citizens power, jobs and the like, that will be passed away as an internal problem. Remember, Saddam's out, that's all Bush needs to convince supporters who are unwilling to look at the issue a little deeper.
